The situation unfolded around 2 a.m, Sunday, Feb. 13, when Yousuf Bahal began firing an AR-15 rifle in front of his Penn Boulevard home in East Lansdowne, local police said.
Responding officers saw 30-year-old Bahal open fire and confronted him, East Lansdowne police said. He later dropped the gun and was arrested, they said.
As police were securing the area, they learned that more than 30 rounds had been fired, and found a 35-year-old neighbor with gunshot wounds.
The woman was taken to Penn Presbyterian Medical Center where she was pronounced dead, according to police. Her identity was not immediately known.
Bahal was charged with homicide and remanded to Delaware County Prison without bail.
